With the Health & Safety Executive’s ‘Construction (Design and Management) Regulations 2015’ (CDM 2015) coming into force in April 2015, Landmark Information Group, the UK’s leading supplier of digital mapping, property and environmental risk information, is reminding its architectural, surveyor and civil engineering clients to ensure they have access to relevant pre-construction surveys to ensure they fully comply. Failure to do so is a criminal offence, which is punishable with unlimited fines and, for individuals, potential imprisonment.
The new regulations state that all clients must provide pre-construction information as early in the process as possible, including potential hazards such as overhead cables or buried services. Landmark’s Promap service provides access to a range of reports that offer the due diligence required. This includes access to PAS128-compliant* Utility Reports provided in conjunction with Atkins, a global design, engineering and project management consultancy that, critically, was part of the steering group that actually created PAS128. These reports provide results from 35-45 utilities and ensure professionals are fully aware of any gas and oil pipelines, electricity cables, mains water supplies, telecommunication wires, sewers and fibre-optic cables, on site.
A ‘Digital Utility Overview Plan’ is available with each Utility search report. This service provides a visual line representation of the information found in each utility report, received on a single plan, including Ordnance Survey background mapping: saving time and making it easier for professionals to quickly identify which utilities feature on an area of land.
Paul Blewett, Senior Product Manager (Promap) at Landmark Information Group, said: “With the recent adoption of the new Construction (Design and Management) Regulations 2015 that deliver more stringent health and safety laws to the construction process, our Utility Reports provide assurances to our clients that the most thorough search has been undertaken to identify any services during the due diligence and pre-construction phase of any project.
“Included in the new CDM 2015 is a requirement to ensure all practicable steps are taken to prevent danger to any person excavating land – this includes gathering pre-construction information. Our PAS128-compliant* Utility Reports are the most thorough reports available and can help to contribute to minimising project delays, injuries or service disruption as a project progresses, whilst adhering to the CDM 2015 rules.”
The Digital Utility Overview Plan is a crucial aid for architects, surveyors, engineers, environmental and property professionals involved in scoping, design, excavation, or development projects. It provides a visual representation of the location of utility plant from all utilities providers that were contacted as part of the search and delivers a single well-defined plan, either in a layered DWG file, DXF file or within a layered PDF document.
